Of the seven province digits in the CNIC scheme, one refers to a place that no longer exists as an administrative unit. That is digit 2, and the story behind it explains a gap in every CNIC code list you will find.
What FATA was
The Federally Administered Tribal Areas were a distinct constitutional territory along Pakistan’s western border — seven agencies plus a set of frontier regions, governed directly by the federal government rather than by a provincial assembly.
Because FATA sat outside the four provinces, it needed its own province-level digit. Cards registered there open with 2, not the 1 used for Khyber Pakhtunkhwa.
The 2018 merger
In May 2018 the Twenty-fifth Amendment to the Constitution merged FATA into Khyber Pakhtunkhwa. The agencies became districts of the province, the separate legal framework that governed them was wound down, and the territory came under the provincial assembly and the ordinary court system.
For the CNIC numbering scheme, the practical consequences were:
- New registrations in the former agencies moved onto the province-1 numbering.
- Cards already issued kept their 2-series numbers, because a CNIC number is never reissued.
- The 2-series became a closed historical set rather than an active shelf.
Why this register’s FATA shelf is empty
A complete agency-level prefix table for the 2-series was never published. There is no public source mapping each agency and frontier region to its division and district digits with any confidence.
The honest options were to guess, or to say so. This register says so. Visit the FATA page and you will find a note rather than a table — which is a more accurate representation of what is actually known than a confident-looking list of invented codes.
If you hold a 2-series card
Nothing about the merger invalidates a number. The thirteen digits stay yours for life, and the prefix simply records that you were registered under the pre-2018 arrangement.
This is the same principle that applies everywhere in the scheme: a prefix records registration, not current residence. Districts get created, split and merged; the numbers already printed do not follow them.
A wider lesson about CNIC codes
FATA is the largest example of something that happens constantly at smaller scale. Korangi was carved out of Karachi in 2013. Keamari followed in 2020. Murree became a district in 2022. Each change adds codes without retiring the old ones.
The result is that a CNIC prefix is a fossil: accurate about the moment of registration, and increasingly approximate about the map as it stands today. Read it that way and it makes sense; read it as a current address and it will keep surprising you.
