FATA was merged into Khyber Pakhtunkhwa in May 2018 under the Twenty-fifth Amendment. The agencies became districts of K-PK, and new registrations moved onto the province-1 numbering. A complete agency-level prefix table for the old 2-series was never published, which is why this shelf is intentionally left empty rather than filled with guesses.
The two former agencies this register can place appear under Khyber Pakhtunkhwa: 113 South Waziristan and 193 North Waziristan.

Any CNIC whose first digit is 2 was registered in the tribal agencies before the 2018 merger.
The province digit is the one part of the prefix that is officially documented and definitive.
Does a Federally Administered Tribal Areas CNIC code prove domicile there?
No. The prefix records the place of registration, not residence or domicile. Domicile is a separate certificate issued by the district administration, and moving house does not change the number already printed on a card.
